When his former handler and close friend Susan Plummer, played by Melissa Leo, is murdered during an investigation in Brussels, McCall discovers that the killers are connected to his own former intelligence colleagues, forcing him to confront a conspiracy within the agency that created him.
The climactic sequence, set in a Massachusetts coastal town during a hurricane, was the franchise's most visually distinctive set piece, using the storm's destructive power as both atmospheric enhancement and tactical element.
